However, since municipalities often report to other federal, state, and local agencies, they are usually the start of a possible longer chain of violations. Federal regulators can get involved using Section 402 of the Federal Clean Water Act, which governs the National Pollutant Discharge Elimination System (NPDES). Many states have specific water quality standards that prohibit the release of pollutants (including concrete slurry) into water bodies or groundwater, with violators forced to pay for remediation and fines. And other local agencies can get involved by pulling a project's work permit for noncompliance and triggering a work stoppage.

If left to dry on surfaces or drainage systems, concrete slurry can harden, blocking pipes and requiring additional cleanup. This problem can be expensive, and if it causes problems for other property owners, it can also lead to lawsuits.

Best Practices for Slurry Management

1) Plan Ahead: Assess the volume of slurry your project will generate and choose the appropriate containment and disposal methods. For slurry, you'll also want to keep a pH meter or pH test strips on hand to document the alkaline level of your waste. Concrete slurry often has a pH between 11 and 13.

Ratio to Remember: 1 to 250

Outpak Slurry Solution typically requires one gallon of solution to effectively neutralize 250–300 gallons of slurry.  However, if the slurry has a very high pH or excessive water content., you may need more

The correct concrete washout will depend on the slurry waste you intend to produce. For small projects, an Outpak 4'x4' Washout will hold up to 30 gallons of slurry waste or up to 0.3 cubic yards. Large projects would need the Outpak 8'x12' Washout, which holds two cubic yards or 200 gallons of slurry. Outpak has four sizes of washouts available.

3) Use Designated Disposal Sites: Never dump slurry into storm drains, sewers, or natural waterways. As noted, municipalities have tools to monitor their storm drains, and they can trace the cause of pollution. It's not worth your building permit -- or your business -- to take a shortcut. 4) Document Your Procedures: Record your slurry management processes to demonstrate compliance during inspections. The best defense against lawsuits and fines is to ensure you keep documentation on how your company manages waste.

2. Periodic pictures with datestamps to show employees following company policy,
3. Receipts and documents that show your company purchased the correct materials to handle waste and disposed of that waste according to your policy.
